What are you trying to do and what exactly happens?
Which Ubuntu release do you have on your system?
Which kind of notes or logs do you want to "run"?
Which command(s) do you execute and what happens?
In case that you receive error messages, please provide the full text.

There seems to be a problem with the repository server that you have selected.
I suggest that you switch to a different repository server in your vicinity (e.g. by using the program software-
sudo apt update
sudo apt full-upgrade
sudo apt install --reinstall snapd
snap --version
and copy/paste all output that we can check.

Maybe a broken /var/lib/
The following commands may help:
sudo mv /var/lib/
systemctl start snapd
systemctl status snapd
sudo cat /var/lib/

Okay. YES. It did help.
BUT now:
Trying running notes works well and good as it should now. But trying to run Logs app, is successful but the app has no background, only white text.
