I do not own such device, so I do not have any experience of my own.
I just read the specs document https://www.asus.com/Motherboards-Components/Motherboards/Accessories/TPM-M-R2-0/techspec/ which tells

System Requirements
Windows® 7 64-bit, UEFI OS, with KB2920188 Windows hotfix installed
Windows® 8.1 64-bit, UEFI OS
Windows® 10, UEFI OS

but UEFI, networkscard and much other devices works in ubuntu 21.04.

I find clevis
Usage: clevis COMMAND [OPTIONS]

  clevis decrypt Decrypts using the policy defined at encryption time
