FIPS 18.04 Offline Install

Hello all,

I previously installed FIPS on my offline 18.04 system last year following a guide without the use of the UA utility. As I am offline I can't get the UA utility to work for me and was wondering if there is still a guide available to install and configure fips manually as I have had to rebuild my systems.

Currently I have installed all the FIPS packages.
I then created a 99-fips.cfg file in /etc/default/grub.d with the following
GRUB_CMDLINE_LINUX_DEFAULT="$GRUB_CMDLINE_LINUX_DEFAULT fips=1"
However when I reboot I am unable to load ubuntu as it just hangs and then reboots my system.

Any help or insight to this matter would be greatly appreciated.
