How to arrange the Decktop icons, Don't work 20.04LTS

Using Ubuntu 20.04LTS (up-to-date)
Home built PC 8GB Ram, 480GB SSD, 2 x 2TB HD
Gigabyte Insist on Ultra Durable - H81M-S2H.

When I was using 18.04LTS I could arrange the icons on my desktop by right-clicking them selecting arrange desktop, either by type of file or alphabetically.

With 20.04LTS I can't do this!
Why is this?

Very time I reboot the icons are set at random over the screen and not in any order of type of file or alphabetically, this also happens if I assessed one of the desktop icon files.
