Communication to HP OfficeJet Pro 6970 lost

Ever since one of the intermediate updates of Ubuntu 20.04 up to the current 21.04, the system reports "Unable to communicate with device (code = 12)" when executing "hp-setup" in terminal. It does give the correct usb/officeJet_Pro_6970 and the serial number.
HP Device Manager reports ' Unable to open device hp:/usb/OfficeJet_Pro_6970?serial=TH9652N1GF'. This means I can't print or scan.

Until that system update, the HP All-in-one device worked perfectly using the Ubuntu hplip 3.21.2+dfsg1-2. Now it doesn't work with either that hplip or the latest HP released version.

I have a dual boot system and the device works perfectly under Windows, so there is no hardware problem! It is a major bore to switch operating systems if I want to use the HP to print or scan.

Why has the HP become incommunicado since that intermediate release of 20.04, through all releases of 20.10 and into 21.04?

Did you upgrade to 20.10 in between or did you wipe the install off and do a clean install from CD / USB ?

I let the system upgrade to 20.10 then 21.04.

However, in the interim, I did download and reinstall the Ubuntu hplip
several times and the hp version as well.

In any case, the problem started with one of the interim upgrades to
version 20.04
