Thunderbird no longer under envelope icon in Unity

When I freshly reinstalled Ubuntu 18.04 then Unity 7.5, Thunderbird no longer showed under the envelop icon on top panel.

After a number searches over a number of days I found something that helped. I had to go into dconf editor to /com/canonical/indicator/messages/applications turn of default value off and add "thunderbird.desktop".

My question is why? This was the first time I had to do that. I thought it would have been default.
