Go from linux mint or ultimate edtiton to ubuntu

Did its possible to upgrade from mint or ultimate editon to ubuntu 21.04 (upgrade all files) but keep other documents and setup?

but can you tell how did other distribution make them own distribution? did you have documentation how its be?
Because its based on old core.
So want to see how hard or easy its to make own distribution based on 21.04?
