Suspend acts as relogin/reboot if headless when suspended

Ubuntu 20.04.2 LTS 64bit; nvidia-driver-460; 5.8.0-50-generic

Actual action: When Ubuntu suspends while not connected to a monitor, and is then resumed with a monitor attached it fails to resume and appears to reboot or resume as new login. Once logged in all applications are closed.

Expected action: A standard resume, as when Ubuntu suspends with the monitor connected (this does not cause a problem even if the KVM is switched to another monitor and back while suspended).

In my case this occurs with an attached KVM.

I don't really know where I should be looking to build a workaround to this. I am guessing this is related to the nvidia drivers, but sadly the nouveau driver just doesn't work, so I can't pull the nvidia drivers out. Changing to other nvidia drivers has no affect on the problem.

If any kind person has any advice as to where to start, then I would welcome it. Otherwise, thanks for considering the question.
