No High performance power plan in Power settings

I recently installed Ubuntu 21.04 on my Laptop HP Laptop 15-bw0xx and I am only seeing 2 power settings in the power settings. I only have Balanced and Power saver, is it possible to add the High performance power plan in the settings.

Just as is implied in your image, No. Balanced power plan is Full power or Performance power.
You can plug into AC power is the other choice.
