When playing a video, the video stutters/skips

When playing videos (both locally and on the internet), the video skips frames at regular intervals. This first started happening a few weeks ago. I never had any issues like this before. I have pasted the output of the diagnostic command from this page (https://help.ubuntu.com/community/GraphicsTroubleshootingProcedure) below. I am using a ThinkPad-T470 and this is a harddisk install.

The noobslab PPA doesn't support Focal and I suggest you remove it.

Thank you for your response. I removed the noobslab PPA and updated the kernel to 5.4.102-0504102-generic. The stuttering video issue has not gone away.

I am still trying to solve this issue, and I wanted to provide more information in case anyone is able to help.

I tried running Ubuntu 20.10 from a Live USB and videos played perfectly. I then decided to try upgrading to 20.10. However, after installation the problem persisted. I experimented with running Live USBs of 20.04 and 21.04 and found that videos played perfectly on those as well.

At this point, I think I may just need to do a clean install. I would rather not take that step if I can avoid it, though.

So after some more troubleshooting, I found that the problem went away disabling the "Panel World Clock (Lite)" Gnome shell extension. I have used this extension for years, so I don't know why it started affecting my PC's performance recently.
