On Ubuntu select Activities (Top left of screen) Type: keyboard shortcuts Click on Keyboard Shortcuts. Their is an entire list for each keyboard shortcut. It may say disabled click on it and change to your own preferred keyboard shortcut.

@bernard010 no, nothing is disabled in the list (i didnt even touched it)
it's already one month, i couldn't find any method to solve that problem

in some use cases if i pressed only enter key for go to next line then eg: it send the message (IM apps), submit any typed thing (forms) or apply certain things so it's necessary to get shit+enter working back However in some areas only enough to press enter key for go to new line (eg: in this launchpad)

You can create a shortcut for Shift+Enter = New Line

@bernard010 Did you test if possible to create it? i ask because it doesn't work
Go to Keyboard shortcuts --> scroll down and select "+" --> Add custom shortcut then add name next "Set shortcut" --> next you have to perform shortcut key combination means press "shift and enter" but it doesn't seems record it so unable to create that shortcut
