Change keyboard layout during setup

Hi,

how do I even change the keyboard layout during a setup?
I have preinstalled raspberry pi image. During the setup I've chosen a keyboard layout, but there's no way to change the layout to test it. There's an input field like 'test your layout', but whatever I type is in english. I tried every possible hotkey (alt+shift, ctrl+shift, super+space,super+shift+space, etc) but it doesn't work. I need another language for the next step to input the user name in other language (not account name, don't worry) or password, but I just can't.
Is that a bug or?

P.S. Despite selecting different language, all UI except for regional standards is en english.
17 years of development couldn't bring user friendliness to this distro.
