La rueda del mouse no cumple su funcion.

¿En qué aplicación se observa este comportamiento? ¿O es generalizado?

HOLA, el comportamiento es generalizado. Cualquier ventana que abra, y
quiera hacer scroll con la rueda esta no responde como debiera, o no se
mueve o tiembla o baja primero y después sube y viceversa, o todo en una
misma acción. Ni moviendo lentamente realiza la acción.

¿Intentaste usar un ratón con cable USB como reemplazo? Si está utilizando un ratón inalámbrico intente reemplazar las baterías del ratón.
Si vas a configurar y seleccionas mouse &touch pad puedes cambiar la velocidad del ratón que puede tener algún efecto. Asegúrese de que el interruptor de desplazamiento natural esté en la posición de apagado.
