Hdmi issue

I have Ubuntu 20.04 on a Dell laptop. When I try to run the laptop with a hdmi cable to my TV I can only get the Focal Fossa cat on the screen. No mouse pointer, No icons, Nothing but the cat. I have tried several boot-up combinations ( Dell/Tv, Tv/Dell, but nothing changes. I remember having this problem years ago but can't put my finger on the cure. The laptop is not available right now but any tips you may have would be appreciated. I used this laptop for the same purpose with win7 and all was well.

Try: Settings -> scroll down to Displays -> Turn on Fractional Scaling slide button. -> Adjust for your Resolution. Turn off laptop and TV. Plug in the HDMI on the Laptop & HDMI [ARC] on the TV. Or use (FN+F8)
