Upgrade from 18.04 to 20.04, 20.04 does not install

Have received invitation to upgrade from 18.04 to 20.04 several times and have clicked "yes, upgrade now" on two occasions. On both occasions nothing happened, even after waiting some time. Any thoughts on why this might be? Seems like something very basic.

If you run:
sudo do-release-upgrade
Is it OK? If not what is the output please?

"You have not rebooted after updating a package. Please reboot before upgrading."
Yes, I updated 18.04 to make it current and did not reboot before going to install 20.04. This is more than likely what I also did when I previously tried to install 20.04. Will make sure I do this next time the upgrade notice appears. That should solve my problem!
