Can you please provide a screenshot. You'll need to use a service like imageshack to host the image for you so you can put a URL as an update

Why such an old release? Ubuntu 20.04 (Codenamed Focal) is out and is also LTS......?

After install 20.04 LTS on another hard disk and starting backing up data Ubuntu 20.04 crashed
decide to reinstall after finish the backup my data all my settings gone and on booting the wallpaper
is dark blue now I have to reinstall again and hoping for the best.
After four years found 16.04 one of the best versions now with 20.04 not working properly for me
and not be able to change the Top Bar colour I am disappointed with Ubuntu.

Thank you

Looks like you just need to set a darker icon set.

In Tweak Tool went Appearance > Icons > change to “Ubuntu-mono-light” and top bar come normal
again.
