byteswap-16.h removed from libc8-dev. Why?

Removing byteswap-16.h (among others) from libc6-dev broke compiling some applications between Ubuntu 18.04 and 20.04.
Why were these files removed?
Will they be restored? Or, otherwise fixed?

An old .depend file may have caused the requirement for byteswap-16.h.
Removing the .depend fixed the problem.
