Default package manifest irregularities in 20.04 Server AWS AMIs

I use a lot of Ubuntu Server images in AWS and recently I have noticed some irregularities in the default package set for Ubuntu 20.04 AMI images.

This irregularities could best be described as desktop packages polluting the server. Packages like Avahi, gnome and x11 do not really have a place on servers by default in my opinion and in fact it is not consistent across the images I am seeing.

For example a recent image in ap-southeast-1 ami-0c20b8b385217763f (099720109477/ubuntu/images/hvm-ssd/ubuntu-focal-20.04-amd64-server-20201026) has when booted and listing the installed packages many packages that do not seem sensible to install on a server by default. It is also running services like pulseaudio, avahi, modemmanager etc.

A slightly older image in ap-southeast-1 ami-09ef6b21d740041d0 (099720109477/ubuntu/images/hvm-ssd/ubuntu-focal-20.04-amd64-server-20200924) doesn't appear to have any of these packages.

I wanted to understand why this might be the case and to get clarity as about whether if this is an official shift in default configuration or if this has been some kind of oversight?

I just tried to confirm this myself again and I think there is something else going on.
