You don't burn an ISO. You burn a CD or DVD because the laser used to put the image on the CD or DVD is more intense than that used to read the data. USB is a magnetic media. There is no burning

You can use woeusb to transfer the ISO to the USB and make it bootable. I've not used it myself but I've heard this is one option.

If you install Windows after Ubuntu then Windows will overwrite GRUB in the MBR so you will need to reinstate that if you intend to dual boot.

UNetbootin install within Ubuntu Snap store. Rufus https://sourceforge.net/projects/rufus.mirror/
My favorite is : https://www.balena.io/etcher/ It checks and verifies the install to usb, or sd card.

Reinstalling GRUB - https://help.ubuntu.com/community/Grub2/Installing#Reinstalling_GRUB_2
It is easier to install windows first. Ubuntu has a graphical installer that will install Ubuntu along side Windows the easy way.
BIOS - Disable Secure Boot & Quick Boot in the Security section, Change Boot order to USB to first Boot. Change this back later.
Install Ubuntu- Enjoy
