Ubuntu 18.04 to 20.04.1 upgrade the short cut keys don't work

I upgraded from 18.04 to 20.04.1 and the shortcut keys (like lock workstation) does not work.

If you make a fresh Ubuntu user and log in as that, does it work for the user?

I created a new user then rebooted, the shortcut keys still don't work.

I switched display managers from lightdm to gdm and it fixed the issue

sudo systemctl status display-manager

sudo dpkg-reconfigure lightdm

systemctl status gdm.service

sudo apt install --reinstall ubuntu-session

reboot machine
