which .subdirectory contains the presence (or abscence) of the Panel at desktop bottom

I had one user who had no bottom panel on the Desktop.
I erased all his .subdirectories and when he re-LoggedIn the panel appeared; but lots of information on Programs disappeared.
I would like to know where to find the instruction that removed the panel, as no setup information appeared - it had been a dead Desktop- so no adjustment could be made until the reboot.

The hidden folders contain the settings so yes deleting the folders wiped that out.

 Sorry Andrew,
 for not putting all required info. It is Kubuntu - KDE has the multi-desktop facility which I like to use.
