Raspberry Pi Ubuntu static IP doesn't work or SSH doesn't work

I have a weird problem where only 1 of my 2 tweaks at random.
I flash ubuntu 20.04 on an SD card using the Raspberry Pi Images .

Then I create an `ssh` folder in `system-boot`, so remote ssh is allowed
And in the file `system-boot/cmdline.txt` I append ` ip=192.168.2.112` so I will get a static IP when a LAN-cable is a attached.

These 2 steps I've been doing for years on Rasbian Lite and it has always worked. And it also did today with Rasbian.

But on Ubuntu only 1 of these changes works at random.
So I putt in a ubuntu card with these changes, and the static IP works, but SSH port 22 is not open.
I power down and power up.
Now the SSH port 22 is open but the static IP is not assigned, it has been given the first free dynamic ip.

I tried this multiple times with multiple SD cards. And I tried both the 64bit and the 32bit version of Ubuntu.

What else can I try? Is there a debug log I can check?

Do you not configure this in ubuntu using netplan now?
