Why is linux-source-5.4.0 is not available for Ubuntu 18.04.5?

Ubuntu 18.04.5 released August 13th with kernel 5.4.0-42-generic. However, there is no linux-source-5.4.0 package for Ubuntu 18.

Under bionic and bionic-updates, there is no linux-source-5.4.0:

https://packages.ubuntu.com/search?suite=all&searchon=names&keywords=linux-source

This seems like a mistake to me. There are linux-source packages available for kernel releases up to 5.3.0. It is inconvenient to be unable to access kernel sources matching the running kernel. Where should I report this problem to make the package available in the right place?

There i a package linux-hwe-5.4-source-5.4.0
Maybe that is what you are looking for.

I installed that package. There is nothing in that package except a changelog and a copyright notice.

A linux-source package should include a full linux source tree under /usr/src. Example from linux-source-5.3.0:
