I have installed ubundu 19.4 and unable to download updates.
http://security.ubuntu.com/ubuntu disco-security Release' no longer has a Release file.

Release 19.04 is End_Of_Life:
"Ubuntu 19.04 (Disco Dingo) was the 30th release of Ubuntu, support ended January 2020. see !eol and
               https://lists.ubuntu.com/archives/ubuntu-security-announce/2020-January/005263.html"
As such it has no support.

As this is a fresh install, may I suggest that you make a clean fresh install - of say 20.04.1 ?
