RTL8723AE not finding networks after reboot 20.04LTS

The RTL8723AE PCIe Wireless Network Adapter does not find any networks after a reboot. The network card is visible with the lspci command. The current workaround is to pause/resume the laptop. After waking up, the networks become visible again.

Using Ubuntu 20.04LTS

I didn't want to file a bug report, but I think it is a bug.

How can I get this fixed?

Make sure you have the latest BIOS as a good start
