thinkpad x1c8 with hdmi on external monitor issue 18.04

Upon booting my X1 Carbon 8th Gen thinkpad, the ubuntu 18.04 loading screen starts to flicker eternally when connected to an external monitor via HDMI 2.0. I have to force shut down the system unplug the cable and replug it after i started the system again for it to work.
So the question is, how can i fix this/should i report this as a bug?
