Added keyboard layouts don't show on login screen - Ubuntu Studio 20.04 x64

I use Ubuntu with an Australian keyboard layout and I want to add a new user from the lockscreen who needs to use a French layout (AZERTY). I added the French keyboard from my session and, within my session I can swap between keyboards normally. The problem is only present when I log out and select "Other user" in order to create an account. This new user would need a French keyboard layout to set up its password but the only options available in the "Language select" menu on the top right of the lockscreen are English ones, like Australian, English (UK), English (US) and such.

How can I make the French (or any other) keyboard layout appear on the lockscreen's language menu?

Ok, I managed to make the french keyboard layout I need appear on the login screen's language menu. BUT nothing changes when I select it. The keyboard layout remains english.
Any ideas?
