If you install lxde then log off then you should be able to use LXDE as the desktop. It should help. You could even use just openbox as standalone window manager.

You may want to use a lighter distribution like AntiX or Puppy Linux too. 1Gb RAM isn't going to do much on a desktop system really

You do have the minimum spec
https://ubuntu-mate.org/about/requirements/

But this is the minimum, not ideal

It's probably the other way round:

Is Ubuntu-mate too slow to run on a Raspberry Pi, or is a Raspberry Pi too slow to run Ubuntu-Mate?

Ubuntu-Mate 18.04 is too slow on Raspberry Pi 3 and Raspbery Pi 3B+.
Because there is 1 GB of RAM Limit Capacity.
It is impossible to run multi-tasking task on these box.

I run LXDE on 1Gb RAM but it runs very little. It can multitask and even the server OS requires it. 1Gb RAM for a server like DNS or SFTP will be fine but slinging a GUI on there will take a lot

Maybe tuning the swappiness value helps a bit.

Can you help with this problem?
