How are you trying to install it?
What steps do you take?
What is the error message please?

I was trying to download Dyke 6, a certificate program for reading smart cards. I entered to the page Dyke-Infocert and first downloaded the program for LinuxUbuntu 16.4. I also downloaded the driver for the card reader (Digicom) for Linux. I installed both. From the download window it showed an error on the Lituan process, it asked to cancel certain parts thru Terminal. Did that. Everything seemed ok but it didn't install completely. So I tried an older version. Same thing, this time in the installation window it game me the answer that it wasn't a Debian program. So I'm still stuck.

What's a "smart card" please? Do you have the URL you used to download the application too

A smart card is a public utility card with personal information used to enter public administration websites (health, revenue, etc). When you enter the webpage the system asks the card if it has the right certificates to enter. The download page is Dyke-Infocert.

if you want our help, you have to provide more details, e.g. the real source and the full error messages.

Remark: A Google search does not provide any reasonable results for Dyke-Infocert. I assume it should be Dike with "i" from https://www.firma.infocert.it/installazione/

Yes it's true, it's Dike-Infocert. I can't offer you any other information. I tried to reinstall it I didn't have any luck, even if I followed all the instructions. I just doesn't want to open up.

This software is not part of Ubuntu and I doubt that anyone here has experience with it.
I suggest that you ask at infocert.it for help.

Thanks for your help. I'll try and see to it with them. Do you think there is a program for card readers on the Lubuntu software page?
