Using ubuntu 20.04 and a lot of the software in the software center displays gears instead of the software icon. Can I fix this?

Is the OS fully updated?

You can check with:

sudo apt update
sudo apt upgrade
sudo apt dist-upgrade

Obviously close the software centre first.

The gears that are displayed instead of an actual icon is up to the package maintainer.
When you open the package that is displayed with a gear some have a screenshot of the package others may not.
This has been typical for previous releases of Ubuntu.

I have the same issue. I am only able to launch ubuntu software center by righ clicking and selecting show details. Other applicaton not working is Shotcut. This one even with right click does not work.
