Switching the keyboard layout to another language other than default (first in order) prevents the left super key from opening the activities overlay, bug or feature?

Whenever I switch to another keyboard layout other than default (first in order) I can no longer use the left super key to open the activities overlay, I am wondering if this is a bug or normal functionality.

The problem is that after reading all the documentation about reporting bugs, I still can't find a way to report this as I have no way of telling which package/app is causing this. The ubuntu-bug command is asking for a specific process ID.

I suggest gnome-shell as the target for the bug.
