Add DoD Banner before login in 16.04

I've searched everywhere and can't find a quick and easy solution on how to add the standard DoD authorization banner and selection button before logging into Ubuntu 16.04 on Unity. I have to use this version for a while longer and need it for my STIG testing.

Stands for Department of Defense and all government computers must both display this banner but also accept it before being able to login (enter username and password) and access computer resources. DoD certification mandates this as part of their STIG and systems will not be approved without it. I can't find a quick and easy solution to implement this for 16.04 and running Unity.

Also required by DoJ, etc. Any agency in the government requires it.

Seems like a way to do it.

He's not posting classified information. Just wants guidance on showing a message before login to the OS. You can do it in /etc/motd if you want to show a message when users SSH in

Thank you actionparsnip (Andrew) for the link. I had reviewed it but seemed stale and was wondering if there was anything more up-to-date (and easier!). I will try it out. I have already implemented the ssh so I did not want to bring that up in this discussion. That was easy.

I just used the DoJ just an additional example (not sure why to post there?!?) to go along with the DoD banner I was using to show other government agencies also require a banner before granting access to log in. Libraries and schools also require some type of opening banner - to be displayed graphically - to be reviewed and accepted before granting access to computer resources. This is standard today when using public resources. This is what Windows does and does well.
