I have code for uploading files in php showing no errors and the file is not saving in the folder that is created for it I installed apache php myself and proftpd separately

Do you mean a PHP FTP client? Does the PHP client run on the same system as the FTP service or does the PHP run on the client PC?

Do you want the client to be running PHP or do you just want an FTP server with a PHP frontend that a user can click on and use?

Oooh the owncloud repo has 16.06, use the DigitalOcean guide but change to 16.04 as this is the release you are using
