Sounds like a dodgy connection. If you increase the brightness does it make any difference?

If you connect the laptop to a monitor does it work OK?

The brightness control does not cause any change during the flickers. So
basically my laptop is on 100% brightness (that I have set using the
control) but on each flicker, the brightness seems to go to 0%. According
to system settings, brightness has been set to 100% the whole time, and the
laptop is still "running" but the screen continues to flicker, and the
laptop is very slow/freezes constantly. In case of severe flickering, the
laptop will automatically go to sleep or power off.

I tried connecting with a monitor. While the monitor doesn't flicker *as
much*, it is also flickering. Moreover like before, the laptop is
slow/freezes so the monitor doesn't help.

Flickering continues in BIOS mode so I know this has to be a hardware issue.

I'm using HP Envy m5 laptop with Ubuntu 18.04 OS.

Yeah sounds like it. Sounds like a bad capacitor or a flakey connection. I'd get it physically repaired or if it is less than a year old (and you bought it new) you will have a warranty you can use
