why does the following site only open with http & not with https ?

http://releases.ubuntu.com

if you try with https://releases.ubuntu.com

you will get an error. have tried with :

epiphany on debian & 'buntu, firefox esr on debian, firefox quantum on 'buntu & edge on 10.

Fails in Chrome on Android too. Looks like that page only listens on HTTP

You can report a bug to make people aware. It’s a simple enough binding configuration in the web server application

i did report the bug but it got converted in to a question again, have a look :
