For questions like this you have to ask the mercurial project. Ubuntu is only packaging that software for easy installation and does not have influence on its features.

Yes but after ubuntu release versions freezes(major, minor, patch). If full support for python3 will be added when community made update in focal?

What is the problem?
The current version of Mercurial / TortoiseHG is working well with python2, and python2 is available on Ubuntu focal.

Python2 official not support. Maybe security and bugs issues. I worried about security. Nothing more
