bluetooth stopped working Xubuntu 18.04LTS, regression [solved] revert

bluetooth functions just stopped and will not return
rebooted twice

bluez not installed, it was not removed

reinstalled bluetooth support packages, still nothing

bluetooth 5.48-3.3

computer is T500 laptop with no BT killswitch

disk space is fine

what should I try to fix this issue?
