What problem do you have with this logo being shown?
Each computer manufacturer wants his company name and/or logo being shown when booting.

Does the system work OK regardless of the 'dot'?

THE BIG blue dot slows the Booting of the laptop by enough to know it is being slowed down ! ! And WHY after 4 Years of the blue dot NOT Being there Is it there after upgrading to 19.10 . . And since it was not there before going to 19.10 it must be able to be stopped . . I have been using Ubuntu sine way back in time like 8.04 Ubuntu . . and during that time it has NEVER COME UP on the boot up after converting the Laptop to Ubuntu . . And yes it look like the jpg above
It flashes on the screen and is there for 10 seconds and drops off goes to Ubuntu and dots and back to the Big Ble dot for another 10 seconds . . So it is there 2 times during boot up so not in Bios only

If you boot an older kernel does it work OK?

I would have to put a DVD in the Drive as the Up Grade removed all the older versions I know it was not there in 18.10 only started in 19.XX . . So something in 19.xx is responsible for the big HP thing on the start up

A normal upgrade will never remove old versions of the kernel just on ist own, neither a package update action nor a release upgrade.
What kind of upgrade did you do?

You know I watch the Install windows and several times I have seen removing x.x version of . . The boot window says there is not much of any Previous versions . . I did a delete the drive and new Install so none of 18 is left just 1904 and later . . Its why I KNOW the HP spot is a new thing . . once in a while I get a CLEAN boot no HP splash screen . . Why would that happen . .

"The boot window says ..."
What are you refering to with "boot window"? The grub menu? Or the UEFI boot device selector?

Have you tried to select the second item in the grub menu ("Advanced Options for Ubuntu"), and what do you see then?

That Menu is not there only has Boot to UEFI or Hard drive options . . And I tried clicking on all of them to see Where it went to . . No Advanced options now . .So that leaves entering the Boot commands to remove the HP screen thing ! guessing it is like a OLD System on windows since it is booting from the Windows UEFI area . . . . And suddenly today after another UPDATE it is taking long time to boot again . . said it wes FireFox and thunder bird up dates and some securuty things . . Going to visit the log in with escape again to see who is dragging feet again . .

"Windows UEFI area" does not exist. UEFI is operating system independent and has nothing to do with Windows.

The selection "Boot to UEFI or Hard drive options" is the one from the computer's firmware (BIOS, UEFI).
That is not what I was talking about. I was referring to the grub menu, that follows later (or might not be shown at all, depending on options).

If you boot normally, do you see a selection screen with the headline "grub" before the Ubuntu logo with the dots appears?

G-Part says it is a windows partition . . . . I finally got into that and there area only 2 versions this one and 1 just before this version . . . .
Oh yeah and a New item it wants to install or make work is Gamemode video an I only have 256 megs video not a few gigs . . So how do I stop the Gammode from being added now ?
So inside of Grub there should be several things to add // to the line just after the number so it does not do what the line says to do

Can you please provide answers to the questions that we ask in out attempts to help!

"... and a New item it wants ... Gamemode ..."
Who is "it"?
In what context do you see that information?
What action do you initiate that this is seen?
What is the exact text that you see?

I suggest that you read https://www.chiark.greenend.org.uk/~sgtatham/bugs.html
