displays could not get screen information

I go to all settings then displays and get
could not get screen information

There is no setting for me and without them, I cant fix the problem from my previous question. :(

If you want our help, then you have to provide the diagnostic information (output of the commands)

uname -a
lsb_release -crid
lshw -C display
xrandr -q

I don't see how generic info is not going to help. When on the other question I gave the info and found what the other guy said and also found out the reason why. But will see what you say and will check everything before doing as I always do.

OK I'm back home again. I go to settings then Display and have no control to change the resolution.

Can you make a screen shot of the display settings window and upload it to some image hosting service that we can see it?

And what is the output of the command

Could try the latest LTS kernel. It may help
https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.24/

You don’t need the low latency packages and grab the amd64 packages there. A newer kernel will support your Intel GPU better

display settings window reads "could not read screen information" and has no controls showing, it's just blank. it looks like this.

I was wondering is it just not recognizing the model and make of the screens?

As for trying the latest LTS kernel. I have no clue what one to even pick on that page. or what to do after I do.

also, I'm running Ubuntu 16.04.6 LTS 32-bit and the computer boots to the low-graphics mode and sometimes drop-down menus flicker. I don't know if these things are all the same problem. But have read in searching the problem that others did list these. when reporting the problem.

Like on this page from 3 years ago the same problem I'm having but no real solution on it for back then.

Which of the proposed solution in https://askubuntu.com/questions/808817/ubuntu-could-not-get-screen-information-after-upgrade have you tried?
e.g. unity-control-center vs. gnome-control-center
right click on screen, choose "Change desktop background", click on "All settings" and go to "Displays".
etc.

OK that did it. But my top menu or is it called a toolbar that has the time & date on it is cut off and I have a black space at the bottom. Basically I need to move the image downwards. It's not centered.
Also, I tried the setting on the tv screen but when I restart the computer it is back to being too high and is cut off again. So as far as I can tell, it is the computer and not the tv screen. It is connected with a VEGA cord and is a Coby 40 TFT tv screen.
How do I move the image downwards so it is centered?
