Screen blinking/flickring while starting laptop on ubuntu 18.04.4 LTS

I had ubuntu 18.04.4 LTS installed in HP laptop, When I on button of laptop, screen of ubuntu continues blinking/flickring, So I have to off laptop and again start it , or sometimes I remove Battery of laptop and start it, then It will starts ,but When I off laptop and then again start it , screen again becomes to blink /flicker,what is solution for it, I am facing this problem from 15 days. Please send step by step solutions.

As a diagnostic step to check your hardware: Can you boot from an Ubuntu installer from an USB stick or DVD in the "Try Ubuntu without installing" mode, and does it show the same blinking behavior?
