texlive-latex-base add useless texdoctk program and icon

When texlive-latex-base is installed in ubuntu 18.04 with it dependencies it adds program texdoctk. Also ugly texdoctk.desktop is made and cant be removed. This has been discussed in:

Should it rather be just in texlive-full with perl-tk package.
