For further diagnostics please follow https://help.ubuntu.com/community/WirelessTroubleshootingProcedure with the only deviation, that instead of creating a new quetion document, you should paste all output into this one which you have already created.

"command not found" - that's not possible, because these commands (with different options) were working well as part of the wireless troubleshooting procedure.
You must have mistyped the command.

Please try again

sudo rfkill unblock all

and copy/paste all output (including the command itself) from your terminal window into this question document.

I happen to have this exact model laptop (ain't she a beaut?) and may have an insight into this issue. Please paste the output of:

lsmod | grep ideapad_laptop

That kernel module, ideapad_laptop, blocks the signal from the airplane mode hardware switch, making it appear perpetually on. If the command above produces any output then your system is loading that module and the fix is to create a new file in /etc/modprobe.d (I named mine thinkpad.conf) and place this line in it:

blacklist ideapad_laptop

With that done all you need is to restart your computer and enjoy the WiFi. Hope this helps.

You can do this with the below command:

echo "blacklist ideapad_laptop" | sudo tee /etc/modprobe.d/thinkpad.conf > /dev/null

What you tried in your last attempts was nonsense. Correct instructions to blacklist a module were given in comments #23 and #24

The line "blacklist ideapad_laptop" is not a command to be executed, but has to be put into a configuration file.

Press CTRL + ALT + T to launch a new terminal.

Copy ALL of the belo command in one copy (it may word wrap but it is one command):

echo "blacklist ideapad_laptop" | sudo tee /etc/modprobe.d/thinkpad.conf > /dev/null

When asked for your password, type it. You will get no feedback but the password is being accepted as you type it. Press ENTER. You will receive no output.

Reboot to test. You can do this with:

sudo reboot
