When i try to download Ubuntu 18.04 LTS 64 bit ISO it says

You don't have permission to access this resource.

How are you trying to download the ISO? What method / application are you using to pull down the file please?

Hello, when i visit http://releases.ubuntu.com/18.04/ and click 64-bit PC (AMD64) desktop image download ubuntu ISO it shows that problem which is now ok.
