Blinks on the screen after startup

Hello, guys.

Every 2-3 reboots, image on my screen start blinks.
A temporary solution for the problem is reboot command.
Usually to fix that I type: sudo apt-get update && sudo apt-get upgrade -y and then reboot.

OS: Xubuntu 18.04.3 LTS
Integrated video card: Intel HD Graphics 2500
CPU: Intel Core i5-3470 Processor
RAM: hynix 8GB DDR3

I'd start by checking your RAM using Memtest86+ from GRUB

Could try the 5.3.14 kernel
https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.14/

You don't need the low latency packages. Use AMD64
