Is this a GUI OS or CLI only, please?

What is the output of:

apt-cache policy dnscrypt-proxy; lsb_release -a; uname -a

Thanks

It is a GUI OS, standard Ubuntu 19.10 installation.

If you set the interface to DHCP (IP only) you can specify your own DNS servers using the Network Manager GUI
