rtl8821ce-dkms package stops working when kernel is updated

I noticed and started using the ubuntu supplied rtl8821ce-dkms package with ubuntu 19.10. never installed the git hub version.
However the dkms code that is supposed to automatically update the driver doesn't work. So at those random moments when
the kernel is updated I have to find a wired connection to reinstall the existing package to get networking back.

Why isn't this auto triggered by the kernel install. I thought that was what using dkms was supposed to provide.

It's a real pain to loose connectivity at some random point, since I don't always have a wired ethernet to connect to.

Is there manual process to work around the dkms failure? I thought everything was supposed to be on the system, since dkms advertises automatic reconfiguration for a new kernel.
