There is a known problem, that in some cases old files in /boot aren't correctly removed.
This seems also to be the case on your system.
What is the output of the commands
apt-mark showmanual linux-*
dpkg -l | grep ' linux-'

It is as expected.
Issue the following command:
sudo apt-mark auto linux-headers-
(This is one long command, copy/paste it at once!)
and then issue the command
sudo apt-get --purge autoremove
This should then uninstall obsolete packages and give enough space in /boot.
