Dell XPS 15 7590 "Linux Firmware Update" boot option not working

I installed 19.04 on my Dell XPS 15 7590 when I got it. At some point, I was alerted that a Dell firmware update (1.3.3) was available and I let it apply. It rebooted as expected into the firmware updater then back into Ubuntu without issue.

Some time later, I wiped and reinstalled 19.10 deleting and recreating all the partitions including; /boot/efi/, /, /home/ and swap. I'm now getting alerts that the 1.4.0 firmware is available. I've let it apply the update and I get a "Linux Firmware Update" boot option but choosing it launches Dell's onboard diagnostic utility, not the firmware update.

Am I missing something or have I run into a glitch? What details can I provide?

The only information that ii could find about Dell's ePSA diagnostics test. To reset it, Remove the battery, AC Power,
remove the battery on the motherboard. Resets the BIOS. Push the power button and other buttons on the laptop to
remove the residual charge, which can hold logic levels of charge. Wait a few minutes. Reinstall the battery back into
BIOS. Cover back together. It is not possible to disable the Enhanced Pre-Boot Assessment due to it being part of Dells BIOS.
Once every thing is reset it should function correctly.
