Sorry, try again. in terminal after install (incorrect password)

After a clean install whenever I type the CORRECT password it says 'Sorry, try again.'
I've tried to install twice now and for some reason when I test my keyboard the layout is correct but I think it may be re-mapping keys during the install process but I'm not sure how to fix it.
Just a guess because I notice when I type my city name when I set the timezone I get gobblygook.
Is there a way to force fix the password maybe?

Which Ubuntu version are you trying to install?

Does the keyboard work correctly when the system is asking you for the name of the user and name of the system?

Are you testing during keyboard selection also whether the special characters that you want to use in your password are correctly interpreted?

Probably the easiest workaround is setting a primitive password during setup (e.g. "aaaa"), and changing it to something hard to guess later (with the command "passwd").

and yes, the correct characters show up in notepad.
Yes, the correct characters show up when I do the test section too.
So, if you install via live boot then install vs straight install the live boot install works just fine.
if it helps, I'm using a dvorak layout.
Just a guess but it seems to be switching back to some other layout (assuming qwerty) during the install maybe?

As far as I can remember, during installation you have to enter username, system name and password at the same screen. I cannot imagine that the system uses different keyboard layouts in different fields of this screen.

Other ideas:
Does this problem show up on the login screen, or only at an administrative command after logging in?
Do you see a keyboard language indicator in the top right corner of the screen?
If you click on "not listed" at the login screen and type your username, are the keys interpreted correctly?

That is correct, I did not change username, system name, just password. The keyboard test page is on the previous screen. I would guess the other inputs would be incorrect too, I'd have to go through the install process to check again.
I did not check the language as the test was good on that page and seemed to take my layout, probably should have done that but I got the install to work with the correct password through the live boot instead.

 1. Are you able to Log in ?
2. Is your Keyboard typing the correct letters and symbols ?
3. On the Terminal are you entering your 'Root' password ?
4. The default language is US English for Ubuntu.
