is this a bug? installation impossible over existing Ubuntu install

Hello.
To repro this:
install 19.10 desktop (virtualbox in this case)

insert 19.10 desktop iso again, click "install ubuntu"

You'll get to the dialog "Installation type" as to whether you'd like to reinstall Ubuntu, erase, use ZFS, etc.

The button to continue ("Install now") is below, off the screen (size 800x600), unclickable, except maybe by the tab keyboard button if you knew exactly what you were doing.
It seems that it is impossible to continue after that point, installation not at all possible.

Use ALT and you can drag from any point in the window

Hmm appears that alt does let you drag the window, but you can't drag it "up" only down so not enough to see the buttons.

For some reason some of my other VM's you're able to see the buttons, same dialog windows. Not sure what the issue is. Weird.
